Is it an achievement by presenting a document in parliament?

Parliament passed the Annual Budget for spending in excess of Rs.5lakh crore on various budget heads in May-05, for the said budget Government Of India for the first time presented the Outcome Budget-2005-06 to parliament on 25Aug 05 which listed out development results in 723 pages that Government targets to achieve with the money it had allotted for various schemes.

Parliament got this new protocol from the Government of India on converting outlays into outcomes ahead of the money actually being spent; the protocol is nothing but Outcome Budget which will be presented to parliament every year before parliament approves the General Budget, this is in addition to the

Performance Budget from each ministry after allotted budgetary money had been spent at the end of each fiscal.

At the outset Finance Minister Sri Chidambaram admits that “the Outcome Budget is not a perfect document” further he described the Outcome Budget as an important and path breaking achievement” of UPA Government.

Anyhow it is an initiative on the part of Ministry Of Finance; the Outcome Budget extends for Right to Information. It covers 44 Ministries and 61 Departments excluding 9 Ministries like Defence, External Affairs, Parliamentary Affairs and Atomic Energy.

It is surprising weather the ministry has loded the document on any of the web site of the MOF is not informed.

Dr Abdul Kalam President of India a teacher to the Indian children and youth inspires the younger generation to make India the next superpower. Life’s mission for President a long trek from Rameswarm to Rastrapathi Bhawn, Kalam has redefined the rules at Rastrapathi Bhavan; the bench mark for which are quickness and precision.

He redefined thinking and knowledge in other form i.e. dreams. Everybody used to say think before you ink. Think is an abstract form of knowledge so Kalam says dream it i.e. dream is a form of thinking in which a person visualizes his thinking which is more appealing to the children and youth. He says “Visualise your dreams. Life is purposeless without dreams” further he says “when dreams are intense and pure, they posses electromagnetic energy. Desire and dream together create thrust to choose one’s mission in life, but the realization of the mission requires hard work and perseverance”.

Kalam is always energetic, enthusiastic and always curious about learning things

Kalam remembers his first lesson and how it changed his destiny. “I was studying in fifth standard. My teacher, Shri Siva Subramania Iyer was telling us how birds fly. He drew a diagram of a bird on the block board, depicting the wings, tail and the body with the head and then explained how birds soar to the sky. At the end of the class, I said I didn’t understand. Then he asked the other students if they had understood, but nobody had understood how birds fly. That evening the entire class taken to the Rameswaram shore. My teacher showed us sea birds. We saw marvelous formation of them flying and how their wings flapped. Then my teacher asked us ‘where the bird engine is and how it is powered?’ I knew then that birds are powered by their own life and motivation. I understood all about birds’ dynamics. That day, my future was decided. My destiny was changed. I knew my future had to be about flight and flight systems. Thus, my teacher was not only inspirational, but also enabled me to chose a career in aeronautics” he adds.

The youth is the most precious resource on earth. He wants the youth of the country to be inspired. He says “In life, there are going to be many problems. The challenge is to defeat all problems and succeed. We all face failures. But we should remember that the difficulties make us grow. So when your hopes, dreams and goals are shattered, search among the wreckages. You may find a golden opportunity hidden in the ruins.

The matrix of success can be created by new leaders. According to Kalam, India needs Creative leadership and that is what India needs right now. “Leaders are born as a result of challenges. We should encourage the spirit of adventure and the confidence in our youth. Let us say it aloud; we can do it. This has to be backed by indomitable spirit. That is what I call creative leadership. It means having a vision to change the traditional roles from the commander to the coach, manager to mentor” he emphasizes.

Big dreams. Bigger mission. And nothing is imposible.That has been the President Kalams ideology. That is his vision 2020, for India to be the next superpower.

“My visualisation is that of a developed India. I want to share this vision with you. I desire that education should not be denied to any meritorious candidate. India should be the best destination for talented scholars and scientists from all over the world and one of the best places to live in, with a smile on a billion-plus faces” he declares.
